Ordinance 90–A was created to protect water quality and wetlands on the Blackfeet Indian Reservation for present and future generations. The Blackfeet Environmental Office issues permits to persons wishing to conduct work in all water bodies, aquatic and riparian lands, and wetlands on the Blackfeet Reservation.

The Aquatic Lands Protection Ordinance 90-A was passed by Tribal Resolution in December of 1993 and it was managed by the Blackfeet Water Resources Department until June 2002 when management was delegated to the Blackfeet Environmental Office. In February 2012 it was revised again and the current ordinance was last revised on March 21, 2019 and was adopted as Ordinance No. 117.

Increased growth and development on the Reservation is resulting in increased impacts on water and aquatic lands. It is important to regulate activities to minimize negative effects on the waters and aquatic resources of the Blackfeet Tribe.

Comprehensive protection of aquatic lands is critical to the preservation of fish, wildlife, vegetation, and the maintenance of water quality on the Blackfeet Indian Reservation.

During the short-life of the EPA Multi-Media grants, EPA Headquarters and Government officials were developing legislative language that would create an Environmental funded grant program in 4 year funding increments that would better fit the Environmental needs of tribes throughout the United States. Specific congressional language was included in the Code of Federal Regulations to allow tribes to more efficiently utilize the fund to build the environmental capacity that fit their individual needs. The final outcome was the Indian Environmental General Assistance Program.
